Request for Expression Of Interest (EOI) In Respect Of The Commission's HVAC System


The Nigerian Electricity Regulatory Commission (NERC) acquired its headquarters building in Abuja in the year 2014. The building was acquired with five York Heating, Ventilation and Air-Conditioning (HVAC) units. As at the time the Commission moved into the building in 2018, the chillers were managed by the representative of the original equipment manufacturer.  

The Commission is requesting the services of a competent individual consultant specialized in the area of heating, ventilation and air conditioning (HVAC) to submit CV in the area of maintenance, services of the chillers in its Headquarter building in Abuja. 


The consultant is to make a detailed assessment of the HVAC system in order to:

i. Determine the status of the component parts;

ii. Highlight and cost interventions and or upgrades required and

iii. Forecast maintenance requirements i.e. cost of service on an annual basis.

Details of the HVAC system are as follows: 

A. 5 York chiller units (4 Nos 482Kw “13 TR” and 1 Nos 676 Kw “192 TR” cooling capacities)

B. 8 pumps (4 primary & 4 secondary pump units of 37.85L/s).

C. 18 air handling units (62 Kw “2 nos.”, 10.5 Kw “6nos” & 14 Kw “32 nos” cooling capacities).

D. 84 nos fan coil units (9.8 Kw “46 nos”,10.5 Kw “6 nos” & 14 Kw “32 nos” cooling capacities).

E. 11 nos ventilation/extractor fans (200 1/s “4 nos”, 165 1/s “4 nos”, 220 1/s “2 nos” and    2975 1/s “1 no “toilet extract fans).




The prospective consultant must be a graduate of engineering or any relevant field, have HVAC certification and must demonstrate sufficient verifiable experience. CVs must be accompanied by copies of certificates, engagement/employment letters etc.


The documents should be submitted in a sealed envelope and addressed to the:

Furthermore, the reverse of each sealed envelope should have the name and address of the consultant and dropped in the designated tender box located at the Commission’s Registry on the Ground floor not later than 12:00 pm on Friday, 7th February, 2020. 



The expression of interest (EOI) documents will be opened immediately after the deadline for submission by 12:00 pm on Friday, 7th February, 2020 in the Commission’s hearing Room Wing B, 4th floor, Plot No. 1387, Cadastral Zone, A00, Central Business District, Abuja in the presence of consultant or their representatives. Please ensure that you sign the EOI Submission Register in the Commission’s Registry on the Ground floor, as the Nigerian Electricity Regulatory Commission will not be held liable for misplaced or wrongly submitted EOI. a. EOI must be in english language and signed by a consultant

b. EOI submitted after the deadline for submission would be returned un-opened;

c. All costs will be borne by the bidders

e. The Commission is not bound to shortlist any consultant and reserves the right to annul the selection process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.

f.  Late submissions will be rejected.

g. This invitation request for EOI shall not be construed as a commitment on the part of Commission to award any contract nor shall it entitle the bidder make any claims whatsoever and/or seek any indemnity from the Commission by virtue of having responded to this advert.
