The Nigerian Electricity Regulatory Commission (NERC), is desirous of fencing its newly occupied headquarters building. In view of this, experienced and competent contractors are invited to submit bids for the project located at Plot No. 1387, Cadastral Zone, A00, Central Business District, Abuja.
2. SCOPE OF WORKS
The full details including the technical specifications and the drawings of the works are contained in the bid document while the scope of work shall include the construction of:
• Internal perimeter anti-climb security metal fencing and
• Outer perimeter anti-climb security metal fencing
3. ELIGIBILITY REQUIREMENTS
a) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7;
b) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years (2015,2016 & 2017) valid till 31st December 2018; with a minimum average annual turnover of N90,000,000.00
c) Evidence of current Pension Compliance Certificate valid till 31st December 2018.
d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2018.
e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2018
f) Evidence of valid registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 1/1/2019 or valid certificate issued by Bureau of Public Procurement (BPP)
g) Sworn Affidavit disclosing whether or not any officer of the relevant committees of the NERC or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
h) Company’s Audited Accounts for the last three (3) years (2015, 2016 and 2017);
i) Evidence of financial capability to execute the project by submission of a reference letter from a reputable commercial bank indicating a willingness to provide credit facility for the execution of the project when needed;
j) Company profile with Curriculum Vitae of key staff to be deployed for the project, including copies of their Academic/Professional qualifications like COREN, QSRBN, ARCON, CORBON etc.
k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Job Completion Certificates and photographs of the projects where applicable.
l) List of Plants/Equipment with proof of ownership/Lease (where applicable)
m) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (all eligibility requirements are compulsory for each JV partner)
n) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the company.
4. COLLECTION OF TENDER DOCUMENTS
Interested companies are to collect the Standard Bidding Document (SDB) from the Head of Procurement of the Commission at 4th Floor, Wing A, Plot No. 1387, Cadastral Zone, A00, Central Business District with evidence of payment of non-refundable tenders’ fee of N10,000.00, paid into the Commission’s Remita account number 0020276361016 on the TSA platform in any commercial bank of your choice.
5. SUBMISSION OF TENDER DOCUMENTS
• Prospective bidders are to submit bids, two (2) tamper-proof hard copies each of the technical and financial bids with a soft copy of financial bid in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” or “Financial Bid”.
• Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to the Chairman, Nigerian Electricity Regulatory Commission, Plot No. 1387, Cadastral Zone, A00, Central Business District (The big envelop should be clearly marked ‘’FENCING OF NERC HEADQUARTERS BUILDING’’).
• Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and be dropped in the Tender Box located at the Commission’s Registry Wing A, (Ground floor) not later than 12:00 noon of Wednesday, April 24, 2019.
6. OPENING OF BID
The technical bids will be opened immediately after the deadline of submission of Wednesday, April 24, 2019, at 12:00 noon in the presence of bidders or their representatives, while the Financial bids will be kept unopened. Please, ensure that you sign the Bid Submission register with the office assistant at the Commission’s Registry Wing A, (Ground floor) of the Commission as The Nigerian Electricity Regulatory Commission will not be held liable for the misplaced or wrongly submitted bids. 7. GENERAL INFORMATION
a. Bids must be in English Language and signed by an official authorized by the bidder;
b. Bids submitted after the deadline for submission would be returned unopened;
c. All costs will be borne by the bidders;
d. All pre-qualified bidders will be contacted at a later date for financial bid opening, while bids of unsuccessful bidders will be returned unopened;
e. The Nigerian Electricity Regulatory Commission is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act, 2007.
